The BC Liquor Distribution Branch (LDB) has developed a comprehensive wholesale distribution system to cater to private retailers of non-medical cannabis.
As the wholesale distributor, we are only purchase non-medical cannabis from federally licensed producers. The LDB is the only entity that retail stores, both private and government-owned, can purchase non-medical cannabis from in BC.
Health Canada is responsible for licensing producers and undertakes a strict and thorough review of all applications.

A licensed producer holds a licence issued by Health Canada, under the Access to Cannabis for Medical Purposes Regulations, to produce quality-controlled cannabis under secure and sanitary conditions.

How will the LDB purchase products for retail stores to sell?
The LDB will purchase non-medical cannabis from licensed producers based in BC and across Canada. Non-medical cannabis products will be safely transported to the LDB’s warehouse by appropriately regulated transport agents before they are distributed to both the public and private licensee retail stores.
Private retailers will be responsible for procuring their own range of accessories.
What format will non-medical cannabis products be distributed in?
LDB will distribute pre-packaged product only, with labelling compliant with federal standards, in ready-to-sell formats (no bulk products). The product brands belong to the licensed producers. Retailers will not be authorized to re-package the product with their own branding. Information about specific size formats will be confirmed at a later date.
